Five Factors for Successful Participatory Evaluation

According to Cousins and Earle (1992), five factors contribute to the success of participatory evaluation methodology. The organization must:

• value evaluation,
• provide the resources and time to complete the evaluation,
• value organizational learning,
• have primary program users motivated to contribute to the evaluation, and
• have primary users who are willing and able to receive the necessary training to participate in the evaluation.
