Library Council


Auspices:
The Library Council is a standing council of the USF Faculty Senate and receives authority for its actions through that body.

Charge:
The Library Council is responsible for advising the Library System Dean, Provost, and the President on matters pertaining to the University Libraries.

Responsibilities:  
The council shall develop its own operating procedures, subject to approval by the Provost. Functions of the council include:

  • Review of implementation of the University Libraries allocation system.
  • Liaison with appropriate university councils or standing committees whose function may relate to the effective development of the University Libraries.
  • Regular review and recommendation of revisions to the written system-wide collection policies.
  • Participation in the process of periodic evaluation of the libraries, the role of libraries in supporting the university mission, including an annual report to the Provost and President.
  • Advocate for the libraries in university-wide planning, decision-making and processes.

Membership:
Members are appointed by the Provost on the advice of the Committee on Committees of the Faculty Senate.

  • One faculty representative from each college, campus, and unit with voting representation in the Faculty Senate plus an additional representative from any college having more than 250 full-time faculty members plus a third representative from any college having more than 400 full-time faculty members, will be appointed for staggered three-year terms, with one-third retiring each year. The retiring members may not be reappointed during the year following the last year of their terms unless appointed to a vacancy on the council (voting).
  • Two students, one a graduate student and one an undergraduate student, appointed for one-year terms, may be reappointed (voting). 
  • Two staff members (one University Support Personnel System and one Administrative and Professional) to be appointed for one-year terms, may be reappointed (voting). 
  • Ex officio and nonvoting members include: Dean of the USF Library System; Directors or Deans of the USF Tampa and regional campus libraries; Director of the Library of the Health Sciences Center; Director of the de la Parte Institute Library; Provost or designee; Director, School of Library and Information Science or designee; Immediate past chair of the council.
