COMMITTEE CHARGE

AUSPICES:

The Research Council is a standing Council of the University of South Florida Faculty Senate and receives authority for its actions through the body.

CHARGE:

The Research Council is responsible for advising the President, Provost, Vice President for Research, Dean of the Graduate School, and other administrative officials on matters pertaining to policies and procedures intended to promote growth, excellence, and integrity in research and creative activity throughout the university community.

OPERATING PROCEDURES:

The Council shall develop its own operating procedures, subject to approval by the Provost of the University, which shall include: 

  1. Provision for meeting with and advising the President, Provost, Vice President for Research, Dean of the Graduate School, and other administrative officials on matters pertaining to policies and procedures intended to promote research and creative activity throughout the university community. 

  2. Provision for assisting the Vice President for Research in recommending the disbursement of the Sponsored Research Development Trust Fund. 

  3. Provision for review of proposals to support research and other creative activities, and for awarding grants to USF faculty from funds allocated to the council. 

  4.  Provision for review of proposals from USF faculty to support international travel activities, and for awarding travel grants from funds allocated to the council. 

  5.  Provision for review of proposals from USF faculty to support organizing conferences, and for awarding conference grants from funds allocated to the council. 

  6. Provision for advising the Division of Research Grants on appropriate ways of disseminating information to faculty and to the administration on the availability of funds for sponsored research activities. 

  7. Provision for appropriate liaison with other university councils and standing committees whose function may be related to the promotion of research and other creative activities at USF.

  8. Provision of the encouragement and promotion of research and other creative activities at USF, both funded and unfunded. 

  9. Provision for advising the Research Office on development and promotion of policies, procedures, standards and guidance to ensure demonstrated excellence and integrity in proposing, conducting, and reporting research. 

  10. Provision for the encouragement of interdisciplinary research and creative activity among department and/or colleges. 

  11. Provision for the encouragement of outside funding, research and other creative activity at USF, including fellowships, traineeships and training grants for students and faculty, equipment grants, research participating grants, and grants supporting special programs.

MEMBERSHIP:

  1. Membership shall consist of one representative from each college; one additional representative from any college having more than 250 full-time faculty members; a third representative from any college having more than 400 full-time faculty members; and two faculty members at large. All appointees should have demonstrated productivity in research or other creative activity. The membership comprises staggered three-year terms, with one-third of the membership retiring each year. Allowance may be made for nominees to request initial appointment for fewer than three years, but not less than one year. A member completing three consecutive years of service may not be re-appointed during the following year unless temporarily appointed to a vacancy on the council. When the number of applicants from a college exceeds the number of available positions, an applicant may be invited to serve as an Alternate. 
  2. Vice President for Research (ex-officio and non-voting)
  3. Associate Vice President for Research for Research Grants (ex-officio and non-voting)

APPOINTMENT:

The members of this Council will be appointed by the Provost from nominees provided by the Faculty Senate.

CHAIR/VICE CHAIR:

The Chair and Vice-Chair shall be elected by the members of the council and shall be faculty members serving the second or third year of his/her term.
