COMMITTEE CHARGE

AUSPICES:

The Library Council is a standing council of the USF Faculty Senate and receives authority for its actions through that body.

CHARGE:

The Library Council is responsible for advising the Library System Dean, Provost and the President on matters pertaining to the University Libraries.

RESPONSIBILITIES:

The council shall develop its own operating procedures, subject to approval by the Provost. Functions of the council include:

  1. Review of implementation of the University Libraries allocation system.

  2. Liaison with appropriate university councils or standing committees whose function may relate to the effective development of the University Libraries.

  3. Regular review and recommendation of revisions to the written system-wide policies.

  4. Participation in the process of periodic evaluation of the libraries.

  5. Advocate for the libraries in university-wide planning, decision-making and processes.

MEMBERSHIP:

  1. One faculty member representative from each college, campus, and unit with voting representation in the Faculty Senate plus an additional representative from any college having more than 250 full-time faculty members plus a third representative from any college having more than 400 full-time faculty members, will be appointed for staggered three-year terms, with one-third retiring each year. The retiring members may not be reappointed during the year following the last year of their terms unless appointed to a vacancy on the committee (voting).
  2. Two students, one a graduate student and one an undergraduate student, appointed for one-year terms, may be reappointed (voting).
  3. Two staff members (one University Support Personnel System and one Administrative and Professional) to be appointed for one-year terms, may be reappointed (voting).

Ex officio and nonvoting members include:

  1. Dean of the USB Library System
  2. Directors or Deans of the USF Tampa and regional campus libraries
  3. Director of the Library of the Health Sciences Center 
  4. Director of the Louis de la Parte Florida Mental Health Institute Library
  5. Provost or designee
  6. Director, School of Library and Information Science or designee
  7. Immediate past chair of the council

APPOINTMENT:

The voting members of this council will be appointed by the Provost upon the recommendation of the Faculty Senate

CHAIR:

The chair shall be a voting faculty member elected by the council.
