COMMITTEE CHARGE

AUSPICES:

The Instructional Technology and Distance Learning Council is a standing council of the USF Faculty Senate and receives authority for its actions through that body.

CHARGE:

The Instructional Technology and Distance Learning Council is responsible for advising the USF Faculty Senate and the Provost on matters pertaining to the function, policies, and requirements of the areas involved in instructional technology and distance learning services provided by the University of South Florida.

RESPONSIBILITIES:

  1. The Council shall develop its own operating procedures, subject to the approval of the Provost. The Council shall operate under a broad definition of instructional technology, to include: "a systematic way of designing, carrying out, and evaluating the total process of learning and teaching, based on research in human learning and communication, and employing a combination of human and non-human resources to bring about more effective instruction." Distance learning shall be defined as "the process that occurs when teaching and learning are separated by distance and/or time and brought together by the dissemination of information through electronic technology." Functions of the council include:Advocating the interests of the faculty before the Faculty Senate and the Provost in matters concerning:
    1. Development, implementation, and support of instructional technologies for campus-based and distance teaching, research, and service.
    2. Effects on faculty work life of utilization of instructional technologies for campus-based and distance teaching, research, and service.
    3. Rights to intellectual property developed in the utilization of instructional technologies for campus-based and distance teaching, research, and service.
  2. Collaborative planning for instructional technology and distance learning services with Educational Outreach and other VITAL members, the Provost, the Colleges, and Regional Campuses.
    1. Reviewing existing policies and procedures and making recommendations as needed.
    2. Helping develop long-range planning and goals for instructional technology and distance learning services within the university's total educational program.
  3. Assisting in the advancement of instructional technology and distance learning services in the university's academic program.
  4. Acting as liaison with the respective colleges, departments, and other university organizations for the purpose of establishing and maintaining feedback and external communication channels for both general and specific programs of instructional technology and distance learning services.

MEMBERSHIP:

  1. One faculty representative from each college, campus, and unit with voting representation in the Faculty Senate plus an additional representative from any college having more than 250 full-time faculty members plus a third representative from any college having more than 400 full-time faculty members, will be appointed for staggered three-year terms, with one-third retiring each year. The retiring members may not be reappointed during the year following the last year of their terms unless appointed to a vacancy on the council (voting).
  2. Two students, appointed for one-year terms, may be reappointed once (voting).
  3. Four staff members (two USPS, two A&P), appointed for one-year terms, may be reappointed (voting).
  4. The Dean of Educational Outreach, and/or designee(s) (ex officio, nonvoting).
  5. The Director of the Center for Teaching Enhancement, and/or designee(s) (ex officio, nonvoting).
  6. The Director of Academic Computing, and/or designee(s) (ex officio, nonvoting).

AD HOC COMMITTEES:

The chair shall appoint ad hoc committees as needed for the conduct of Council business. Educational Outreach, Center for Teaching Enhancement, and Academic Computing may appoint staff members (nonvoting) as needed to serve as resource persons for ad hoc committees.

APPOINTMENT:

The voting members of this council will be appointed by the Provost upon the recommendation of the Faculty Senate.

CHAIR:

The chair shall be a voting faculty member elected by the council.
