COMMITTEE CHARGE
AUSPICES:
The Council on Technologies for Instruction and Research is a standing Council
of the USF Faculty Senate and receives authority for its actions through that
body.
CHARGE:
The Council on Technologies for Instruction and Research is responsible for
advising the USF Faculty Senate and the Provost on all matters pertaining to the
function, policies, and requirements regarding the use of technology in
instruction and research.
RESPONSIBILITIES:
The Council shall develop its own operating procedures, subject to the approval
of the Provost. The Council shall operate under a broad definition of
technology, including, but not limited to, computer and other electronic and
digital technologies. The Council's duties include advocating the interests of
the faculty before the Faculty Senate and the Provost in matters concerning:
1.Setting priorities in the allocation of academic computing financial resources
for the development, implementation, and support of campus-based and distance
teaching, research, and service.
2.Providing long- and short-range planning for technology resources and
structures necessary to support the teaching and research function of the
university.
3.Formulating methods to encourage and facilitate the effective use of computing
and other technologies in the university's teaching and research functions
including monitoring the effects on faculty work life of these technologies.
4.Protecting rights to intellectual property developed in relation to
instructional technologies for campus-based and distance teaching, research, and
service.
MEMBERSHIP:
One faculty representative from each college, campus, and unit with voting
representation in the Faculty Senate plus an additional representative from any
college having more than 250 full-time faculty members plus a third
representative from any college having more than 400 full-time faculty members,
will be appointed for staggered three-year terms, with one-third retiring each
year. The retiring members may not be reappointed during the year following the
last year of their terms unless appointed to a vacancy on the Council (voting).
Two students, one graduate and one undergraduate, appointed for one-year terms,
may be reappointed once (voting).
The Dean of Educational Outreach, and/or designee(s) (ex-officio, nonvoting).
The Director of the Center for 21st Century Teaching Excellence, and/or
designee(s) (ex-officio, nonvoting). The Director of Academic Computing, the
Director of Information Technologies, and one additional representative from
each college, campus, and unit as designated by each dean or director and/or
designee(s) (ex-officio, nonvoting).
AD HOC COMMITTEES:
The Chair shall appoint ad hoc committees as needed for the conduct of Council
business. Educational Outreach, Center for 21st Century Teaching Excellence,
and Academic Computing may appoint staff members (nonvoting) as needed to serve
as resource persons for ad hoc Councils.
APPOINTMENT:
The voting members of this Council will be appointed by the Provost upon the
recommendation of the Faculty Senate.
CHAIR:
The Chair shall be a voting faculty member elected by the Council.
